DENVER -- A study on cancer risks stemming from secret radioactive and chemical releases at the former Rocky Flats nuclear weapons plant found few dangers, though warned of new risks caused by the ongoing cleanup.

The nine-year study, released Thursday, is the most exhaustive examination of public risks from releases in the 1950s and 60s, but details remain unknown because of poor oversight by federal regulators and the defense industry's secrecy, investigators said.

100 DIE IN INDONESIA VIOLENCE.(Main)

The slaying of an army captain led to a clash between government troops and Moslem radicals in which as many as 100 extremists were killed, civilian sources said today.

The soldiers and the radicals, who were armed with spears and arrows, fought Monday in Talangsari, a southern Sumatra village, according to Maj. Gen. Sunardi, chief of the south Sumatra regional military command.

In the first report on the fighting, Sunardi said the battle occurred after an attempt by the military to free army Capt. Sutiman. The general said the extremists had taken the officer hostage and later killed him.

However, civilian sources, speaking on condition of anonymity, said the army captain was killed in a clash with the extremists earlier Monday.

They said Sutiman and other army commanders were attacked by the rebels when they came to meet with the extremists, who held a rally Sunday. They said the military reinforcements attacked later Monday in retaliation.

Sunardi said the radicals battled with spears and bows and arrows. The civilian sources said the battle involved about 300 members of the radical group in the village, including women and children.

Berkery Noyes Publishes First Half 2011 M&A Report for the Information Industry

Berkery Noyes, an independent investment bank specializing in theinformation content and technology industries, announced that itreleased its Half Year Mergers and Acquisitions Trends Report forthe Information Industry.

According to a release, the report analyzes merger andacquisition activity in the segment across the first half of 2011and compares it with activity for the four previous sixth-monthperiods from 2009-2010.

The Information Industry, which Berkery Noyes defines as allmedia, software, and online companies, continued its recovery intothe first half of 2011. Transaction volume increased by 10 percentover the period, while aggregate transaction value increased by 28percent, rising from $63.5 billion to $81.1 billion.

Transaction multiples also continued to climb. According to thereport, median EBITDA multiples rose 50 percent over for the six-month period and median revenue multiples increased by 54 percent.Both of these figures represent new highs of the periods analyzed inthis report.

The company noted that Google, Inc. remained acquisitive withinthe Information Industry, purchasing 13 companies over the firsthalf of the year, bringing its two-and-a-half year total to 45. Thefirm's most recent purchases represented a range of companies andtechnologies in the Information sector, including social networkanalytics, search engines, and messaging services.

The largest transaction during the period was Microsoft Corp.'sannounced acquisition of Skype Technologies SA from an investorgroup led by Silver Lake Partners for $9.08 billion.

The Berkery Noyes analysis also shows that companies with apredominantly internet-based business model now represent themajority of acquired companies in the Information Industry. In firsthalf 2011, 56 percent of companies sold were predominantly internet-based compared to 33 percent in first half 2004, an increase of 60percent.

FBI investigates two cases in the Rochester area

Lucas George Wickes, 25, of Rochester, has been sentenced by U.S.District Court Judge David G. Larimer to 46 months in prison forabusive sexual contact on the high seas.

Wickes was also ordered to pay $2,667 in restitution.

Assistant U.S. Attorney Tiffany H. Lee said Wickes admitted thaton Jan. 1, 2007, while on board the Disney "Wonder" departing fromPort Canaveral, Fla. to the Caribbean, he knowingly engaged insexual contact with a 13-year-old girl by threatening her withserious bodily injury.

The girl and her family boarded the ship on Dec. 31, 2006. Thatevening, the girl went to the ship's teen club with some otherminors she had met. After the club closed, the minor and hercompanions were approached by Wickes who ordered them to return totheir rooms. The defendant told the victim to follow him and shedid, believing him to be a security officer with the cruise ship.After the defendant led her to a remote spot in the rear of theship, he engaged in sexual contact her.

The sentence was the culmination of an investigation on the partof the FBI under the direction of Special Agent in Charge JamesRobertson who also investigated another matter which led to ThomasBurlingame, 31, of Bloomfield, being charged with receiving anddistributing child pornography, a charge which carries a maximumterm of 20 years in prison, a $250,000 fine or both.

Assistant U.S. Attorney John J. Field said that according to thecriminal complaint, Burlingame used his computer to access anddistribute child pornography over the Internet for approximatelyseven years. Earlier this month, special agents executed a searchwarrant and seized a computer from the defendant's home. A forensicanalysis revealed graphic images, some involving victims as young as8 years old.

or as part of their job, NSW Environment Protection Authority director general Lisa Corbyn
said today.

The move is designed to improve pesticide management state-wide.

The new regulations follow the finalisation of the Pesticides Amendment (Records) Regulation,
developed in consultation with representatives from key groups.

Public consultation also was carried out earlier this year.

"The majority of the feedback supported record keeping, but raised concerns about recording
so many details," Ms Corbyn said in a statement.

"We took that onboard and simplified the information that users are required to record.

We are confident that the revised requirements will be workable."

Under the new regulations, pesticide users must record who applied the substance, what
and how much was used, and when and where it was applied.

If the application took place outdoors using spray equipment, information about wind
speed and direction must also be recorded.

NSW: Motorcyclist dies in accident

A 22-year-old Woolgoolga man is dead after his motorcycle hit a barrier on the Pacific
Highway at Coffs Harbour last night.

A police spokeswoman says the rider lost control of his motorcycle at about 8.40pm
after he failed to negotiate a left hand bend.

She says the motorcycle hit a centre barrier, rebounding across the road into the back
of a car before striking an embankment.

A passing doctor attempted to revive the man at the scene before he was transferred
to Coffs Harbour District Hospital where he later died.

Investigations into the accident are continuing.

SYDNEY, Feb 19 AAP - A house fell off the back of a truck in the Blue Mountains, west
of Sydney, causing major traffic hold-ups this morning.

The six metre wide house fell off the truck after it struck a concrete barrier about
4am (AEDT) at Linden.

Heavy equipment was brought in to try to clear the house, which had blocked the Great
Western Highway, police said.

Police cleared the road about 9am (AEDT) following lengthy traffic delays.

SYDNEY, Dec 20 AAP - Five officers have been sacked and a further six have been nominated
for dismissal from the New South Wales Police Service for handling pornography over the
service's e-mail system, police announced today.

The announcement came after the tabling this morning of a special report to parliament
by the NSW Ombudsman, who has been reviewing incidents of inappropriate use of the service's
e-mail system.

Deputy Commissioner Ken Moroney said 170 police had been subject to disciplinary action
and another 200 instances were under review as part of the police service's drive to curb
abuse of the system.

Fed: NSW misses out on disaster prevention funding

New South Wales has missed out on its share of more than $2 million in federal funding
to help communities plan for natural disasters, after failing to help shoulder the cost.

Victoria, Western Australia, Queensland, South Australia, Tasmania and the ACT have
received between $40,000 and almost $1 million each for local disaster management projects
this year.

The federal government funds up to a third of the cost of individual projects which
identify and address the risks of natural disasters in specific areas.

But New South Wales this year missed out on money in both the first and second rounds
of funding after it failed to lodge any applications.

A spokeswoman for state Emergency Services Minister BOB DEBUS says the timing has simply
been wrong to take up the commonwealth's offer.

State Opposition Leader KERRY CHIKAROVSKI says at least two councils -- Pittwater on
Sydney's northern beaches and Shoalhaven on the south coast -- were keen to participate
in the program.

But she says both councils have been told that the state government is not contributing
to the program.

NSW: Hunter Valley fire claims second victim

SYDNEY, Dec 20 AAP - An explosion at a grain silo in the Hunter Valley earlier this
month has claimed a second life.

Ronald Brooker, 51, was one of three men who suffered horrific burns when a fireball
erupted inside the storage bin at Rutherford's Caines margarine factory, near Newcastle,
on December 6.

The Maitland man died at 6.30pm on Saturday in Royal North Shore Hospital, where he
had been in and out of surgery.

A hospital spokeswoman said his wife and three sons were by his bedside when he died.

Mr Brooker suffered burns to 80 per cent of his body in the fire.

His death follows that of co-worker Geoff Terry, 46, on December 8, in Sydney's Concord Hospital.

A third worker, 50-year-old Robert Anderson, remains in a critical but stable condition
in Royal North Shore with burns to 75 per cent of his body.

SYDNEY, Aug 8 AAP - They call themselves the "one percenters" - men who don't give much of
a damn about the rules governing the other 99 per cent of the population.

Those who join bikie gangs comply with their own strict rules, even if they may pay scant
regard to some of those in statute books.

They often feel they don't belong in society. According to insiders, they find a sense of
belonging in the secret world of their clubs.

Many, but by no means all, come from broken homes with little or no family support. The
clubs become their families.

The gangs, each with a strict hierarchy, give structure to otherwise unstructured lives.

They have their president, vice-president, secretary, treasurer, sergeant-of-arms and road
captain.

Jock Ross, head of the Comanchero gang involved in the 1984 Father's Day massacre at
Sydney's Milperra, called himself "supreme commander". Whatever he said went.

Nominees or prospects must serve a virtual apprenticeship before they are accepted, and
work their way up the ladder before they are allowed to wear the club's colours.

The clubhouse of the breakaway Bandido gang sported a sign reading: "If it's white sniff
it, if it's female or it moves fuck it, if it narks kill it."

But club rules did not necessarily bear out those sentiments entirely.

Ross hated hard drugs, and similarly the first Bandido meeting stipulated heroin was not
allowed, on threat of "instant dismissal and a bashing".

"Everybody's woman is to be treated with respect, as you would want your own woman to be
treated," read another.

"No woman is allowed into the clubhouse unless her old man is there. This is to stop
dissension among members so nobody roots anybody else's missus.

"If a member wants to become involved with another member's missus or girlfriend, and the
woman's old man agrees, the member and his brother in question may decide if they can go
together."

Apart from a love of riding bikes, which is paramount, gang members are likely to share a
jaundiced view of authority - authority, that is, outside their clubs.

"They pride themselves on thinking they're different," said Sandra Harvey, co-author of
Brothers In Arms, a book about the Milperra massacre which left seven people dead.

"Those shootings were basically the culmination of a power struggle between two men who
wanted to control bike gangs.

"They lived by their own rules, and they got carried away."

Anthony "Snoddy" Spencer, the Bandido leader who committed suicide in jail, "craved" a
family, Harvey said.

"He found brotherhood, love and belonging with the men in a bikie gang," she said.

"His diary made it clear he couldn't cope with the guilt. He felt responsible that his men
were in jail suffering; he had done a terrible thing to his family. His brothers were
everything to him."

Snoddy devised a courtesy card for the Bandidos with "1%er" in one corner, and messages
including: "We are the people our parents warned us about", "FTW (Fuck The World)" and "If You
Can't Be Well Liked, Be Well Hated."

Authorities made sure the convicted Bandidos and Comancheros were kept in separate jails.

"I went to visit the Bandidos in prison," said Harvey, "and it was like the club still
existed within the jail."

Bikie clubs appeal to a wide age range, from teenagers through to men in their 40s.

Most members are said to be from working class backgrounds with limited resources, but Alex
Vella, leader of the Rebels, is a multi-millionaire.

Some are unemployed or have menial jobs, others work in banks and the public service. One
of the Bandidos of the 1980s was a violinist. Another, Phil McElwaine, was a Commonwealth
Games boxer.

Some have five or six children, sometimes to their "old ladies" on the side as well as
their wives, who both know of the other's existence.

"They are good fathers and good husbands," said Harvey.

But some come unstuck when their small worlds clash with the bigger world around them.

"It's almost like the boy scouts, only older," she said.

"They're like little boys that never grew up."

MELBOURNE, Feb 12 AAP - Prime Minister John Howard said today he could not see his stand
against legalised heroin trials changing.

"I'm not convinced. You never say 'never' in life, but I can't see my view changing," Mr
Howard said on 3AW Radio today.

He said people who were daily encountering the "human misery" of drugs were vehemently
opposed to the anti-prohibitionist stance of prominent drugs reformer Professor David
Penington (Penington).

On ABC Radio today, Prof. Penington criticised Mr Howard's claim that the federal
government's tough-on-drugs policy was working.

He said he thought Mr Howard echoed the conservative view "that drugs are nasty things that
ought not to be there and he would like to stop them by the usual prohibition sanctions."

But there was no way that prohibition would stamp out the drug problem, Prof. Penington
said.

Mr Howard said he respected Prof. Penington and some of the other people putting forward
the same approach.

But there were other people to listen to on the issue than scientists, people like the
Salvation Army who saw the human behaviour problems created by drug taking.

"I put against that (the view of Prof. Penington) the very strongly held views of people in
organisations like the Salvation Army who are involved in picking up the pieces, who are
involved every day in the human misery of the drug traffic, who are witnessing first hand the
impact of it - and a vast array of those people are vehemently opposed to the sort of course
of action advocated by people like Prof. Penington," Mr Howard said.

The New South Wales holiday road toll has risen to six with the death of a 27-year-old
man in Sydney's southwest.

Police say he was thrown from his car and killed about 7.30 last night when he veered
off Bensley Road at Ingleburn and crashed into a large boulder.

Later in the night a three-car crash on the F3 freeway at Wahroonga in Sydney's north
left an elderly couple in critical condition in hospital.

Victoria heads the national holiday road toll with 10 dead .. Queensland has seven

BRISBANE, April 15 AAP - The bill for Queensland's six-month onslaught of cyclones
and storms is set to soar above $1 billion.

The storm season began in earnest in November, when southeast Queensland and areas
west of Brisbane were hit by massive winds and flooding rains.

A shell-shocked Prime Minister Kevin Rudd said at the time the worst-hit area of The
Gap looked like a "war zone", while Premier Anna Bligh likened it to Cyclone Larry, which
caused almost $1 billion in damage when it hit Innisfail, in the state's far north, in
March 2006.

In its latest estimate, the Insurance Council said at least 34,000 claims had been
made by southeast households, with a pricetag of $309 million.

In January and February, cyclones Charlotte and Ellie ravaged north Queensland.

Charlotte crossed the coast in the Gulf of Carpentaria on January 12 while Ellie crossed
near Mission Beach in the early hours of February 2.

The gulf communities of Normanton and Karumba were under water for weeks, while Townsville
and the north Queensland town of Ingham suffered the worst damage along the eastern coast.

Around $180 million in insurance claims have been lodged by north Queensland residents,
with the overall damage bill to homes and businesses estimated to be around three times
this.

In the gulf, the state and federal governments spent $1 million on fodder drops to
5,700 stranded cattle and offered low interest loans to farmers, as well as establishing
a task force to help cattlemen re-establish after the floods.

"While some areas will take longer to recover, much of the gulf is now looking magnificent
and we anticipate some productive years ahead," Member for Mount Isa Betty Kiernan says.

Emergency Services Minister Neil Roberts said the latest bill for damage to infrastructure
and assistance payments had been assessed at $330 million.

The damage spanned 40 local government areas, across more than 60 per cent of the state.

"The vast majority - $314 million - of the estimated damage bill is the cost of restoring

Mr Roberts told AAP.

"The remainder is made up of assistance paid to residents who suffered personal hardship
and concessional loans and freight subsidies made available to primary producers and small
business owners."

Mr Roberts said the costs were being shared between the state and federal governments.

The most recent heavy rain on the Sunshine Coast, which worst affected the northern
end of the coast around Kin Kin and Noosa, caused $3.79 million in infrastructure damage,
Mr Roberts said.

The storms have also triggered an estimated $1 million in insurance claims.

A Suncorp insurance spokeswoman told AAP the past three years had been tough in terms
of the frequency of severe weather events and associated insurance claims.

FED: Police officer, QC part of child abuse network

A retired QC from Victoria .. a police officer from New South Wales and a childcare
worker are among people arrested as part of an investigation into a global internet child
abuse ring.

More than 15-thousand videos and 500-thousand images of child abuse have been seized
as a result of the 12-month investigation.

Police say the images are among the worst they have seen .. and involve children as
young as 12 months old.

The investigation .. dubbed Operation Resistance .. has so far resulted in the arrest
of 19 men across New South Wales .. Victoria and Queensland .. and more arrests are expected.

Two children in NSW had been removed from contact with alleged offenders.

Retired 74-year-old QC .. NEIL JAMES WILLIAMS .. of Newham in central Victoria .. is
one of the people facing child pornography charges as part of the investigation.
